The Control Panel is the most important and sensitive section of an operating system or your PC. Control panel applications or features are frequently needed to operate your PC. So it will be easy if you find all control panel features in a sub menu under Start Menu. 
Right click on your task bar. Then from the popup menu, select “Properties”
Customize Start Window will appear and you have to locate “Control Panel Section” and then click “Display as a menu” radio button.
Click OK.
Click Start Menu and you will see that the Control Panel has become a sub menu with it all items.
